ABOUT THE COLLEGE AND DEPARTMENT:

LAHC is one of nine colleges in the Los Angeles Community College District (LACCD) and is located in Wilmington, California. With an enrollment of approximately, 10,000, LAHC offers a wide range of academic and career educational programs, and transfers students to leading private and public colleges and universities.

The Disabled Students Program and Services (DSPS) at LAHC ensures every student with a disability at LAHC experiences an academic journey that is accessible, enriching, and fulfilling. POSITION DESCRIPTION:

Under the direction of the Vice President of Student Services or designee, the Academic Director (AD) of DSPS is responsible for administering the program. This position will provide leadership in the development and provision of appropriate support services to students and to ensure compliance in accordance with applicable state and federal laws and regulations.
DISTINGUISHING CHARACTERISTICS

The AD of DSPS will plan, organize and direct DSPS operations and activities; coordinate and direct DSPS funds, budgets, personnel, information, training activities, systems and reporting functions to meet student needs and assure smooth and efficient activities; supervise and evaluate the performance of assigned personnel, including faculty and staff. Monitor and analyze DSPS operations and activities for financial effectiveness and operational efficiency; provide technical direction and assistance in the development and implementation of policies, procedures and programs to enhance the financial effectiveness and operational efficiency of the DSPS Office. Direct and participate in providing technical assistance to students, College personnel and others concerning DSPS operations and programs; respond to inquiries, resolve student issues and conflicts and provide detailed and technical information concerning related funds, awards, applications, standards, requirements, laws, codes, regulations, policies and procedures.

RESPONSIBILITIES/DUTIES

• Coordinate and evaluate the daily operations of the DSPS program at LAHC including service delivery, policy and procedural development, and publications.
• Monitor, prepare, and administer program budgets.
• Provide leadership for the direction, planning and administration of the DSPS program and its associated services and instructional components (e.g., High-Tech Center, Adaptive Kinesiology, Life Skills).
• Assure compliance with all federal and state disability laws, rules and regulations; including Section 504 of the Rehabilitation Act of 1973; the Americans with Disabilities Act (ADA) of 1990; the Americans with Disabilities Act Amendments Act (ADAAA) of 2009; the Family Educational Rights and Privacy Act (FERPA) and other federal and state laws pertaining to higher education and disability.
• Maintain awareness of local, state, and federal trends for use in forecasting services and instruction.
• Provide leadership and coordination of service delivery to our Deaf and Hard of Hearing student population.
• Work closely with the Vice President of Student Services or Designee(s) regarding student complaints and issues.
• Provide feedback in the scheduling of all DSPS classes.
• Maintain necessary and appropriate records and data related to program funding as required by the Chancellor's Office (MIS reporting) and other regulatory agencies.
• Serve as a program liaison and participate in outreach to schools, community groups and local agencies.
• Provide consultation to faculty and administration regarding access to facilities, technology, and instructional programs.
• Facilitate communication related to disabled students' policies, procedures, programs and services.
• Coordinate professional development and services with other campus groups as they relate to students with disabilities.
• Act as first line responder to student and faculty issues and concerns regarding accommodations and services.
• Coordinate training and workshops for faculty and staff regarding students with disabilities.
• Regularly convene the DSPS Advisory Committee.
• Responsible for hiring, training, supervising, and evaluating all faculty and staff associated with the program.
• Provide support to DSPS staff in the hiring, training and supervision of short-term temporary and student employees.
• Serve as the representative for the program(s) on campus committees and community meetings.
• Research and implement new technologies for the delivery of DSPS services.
• Perform other duties as assigned.

KNOWLEDGE, AND ABILITIES:

• Ability to work effectively and harmoniously with students and colleagues in an environment that promotes innovation, teaching, learning and service to a diverse student population.
• Ability to develop innovative programs that strengthen the quality of services provided to DSPS students.
• Ability to work with community agencies that serve DSPS students.
• Ability to apply legal and policy provisions to various problems consistently and correctly.
• Ability to manage budgets and grants.
• Ability to work with interruptions, frequent deadlines, and multiple assignments.
• Ability to Create goals, outcomes, and measurable metrics to assess outcomes as part of the planning process
• Ability to Develop and evaluate plans to meet current and future needs for student success
• Ability to communicate effectively both orally and in writing.
• Ability to maintain sensitivity, understanding and respect for a diverse academic environment, inclusive of students, faculty, and staff of varying social, economic, cultural, ideological, and ethnic backgrounds
• Knowledge of the mission of the California Community Colleges.
• Knowledge of Title V regulations and applicable sections of the California Education Code.
• Knowledge of federal and state laws pertaining to serving students with disabilities.
• Knowledge of principles of supervision, training and practices of office management.
• Knowledge of accounting, budgeting and fiscal reporting.

Minimum Qualification

Possession of a Master's degree from a regionally accredited institution; and

At least One year of formal training, internship, or leadership experience reasonably related to the assignment.

All applicants must have demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty and staff.
In addition, the candidate must meet Minimum qualification for DSPS as per Title 5 requirement as follows:

The minimum qualifications for service as a community college counselor of students with disabilities shall be satisfied by meeting one of the following requirements;
o Master's degree in rehabilitation counseling, or
o Master's degree in counseling, guidance counseling, student personnel, clinical or counseling psychology, education counseling, social work, career development, marriage and family therapy, marriage, family and child counseling, or
o Bachelor's degree in marriage and family therapy or in marriage, family and child counseling and possession of a license as a Marriage and Family Therapist (MFT); and
o either fifteen or more semester units in upper division or graduate level course work specifically related to people with disabilities, or
o completion of six semester units, or the equivalent of a graduate-level counseling practicum or counseling field work courses, in a postsecondary Disabled Students Programs and Services (DSPS) Program or in a program dealing predominantly or exclusively with people with disabilities, or
o two years of fulltime experience, or the equivalent, in one or more of the following;
Counseling for students with disabilities; or
Counseling in industry, government, public agencies, military or private social welfare organizations in which the responsibilities of the position were predominantly or exclusively for persons with disabilities, or the equivalent.
Desirable Qualifications

Two or more years of experience providing administrative leadership in programs serving disabled students. Demonstrated ability to manage financial resources with a record of fiscal responsibility and accountability.

Experience managing budgets and grants.

Experience working with computer software and other technologies which are utilized in the provision of educational services to students.

SALARY AND BENEFITS

The current salary range is $151,452 - $177,828 annually. The selected candidate will be placed on the salary schedule for that class based on a number of factors including but not limited to: education, scope and breadth of experience and responsibilities, skills, competencies and accomplishments in accordance with LACCD Board Rule 10509. An additional, doctoral stipend of $6,288 per academic year is available for applicants possessing a doctorate degree from an accredited institution. Benefits include medical, dental, vision for employees and eligible dependents, term life insurance, and State Teachers Retirement System programs.
